Initiated under an executive order from President Trump and operationalized by Secretary Hegseth's "Unleashing U.S. Military Drone Dominance" memorandum, the program is structured across four competitive phases — each beginning with a "Gauntlet" evaluation at Fort Benning, Georgia.
